THIS PROPOSED COLLECTION OF INFORMATION THROUGH 3/87, BY WHICH TIME
MSHA WILL HAVE PROMULGATED ITS FINAL RULE ON COAL MINE ROOF
SUPPORT, ACCORDING TO THE FY86 REGULATORY PROGRAM. THIS CLEARANCE
IS CONDITIONED ON MSHA'S RE-EXAMINATION OF THE REQUIREMENT THAT ALL
EXISTING ROOF CONTROL PLANS BE REVISED TO MEET THE REQUIREMENTS OF
THE NEW SUBPART C AND RESUBMITTED TO MSHA FOR APPROVAL. THIS
REQUIREMENT MUST BE COMPLETELY JUSTIFIED IF IT IS INCLUDED IN THE
FINAL RULE, AND EVIDENCE SHOULD BE PRESENTED THAT MSHA HAS EXAMINED
LESS BURDENSOME ALTERNATIVES.

UNDERGROUND COAL MINE OPERATORS WOULD
BE REQUIRED TO DEVELOP AND SUBMIT ROOF CONTROL PLANS TO MSHA FOR
EVALUATION AND APPROVAL. THESE PLANS WOULD BE EVALUATED TO
DETERMINE IF THEY ARE ADEQUSTE FOR PREVAILING MINING
CONDITIONS.
