Abstract: THIS APPLICATION IS NEEDED FOR ADMINISTRATIVE HANDLING, FILING, AND COMPUTERIZED MIS PROCESSING. THE PROPOSED BUDGET SUMMARY FORM IS NEED TO IMPLEMENT THE SELECTION CRITERION ON "BUDGET AND COST EFFECTIVENESS WITHOUT THE DATA FROM THE FORM, THE SECRETARY WILL LACK THE INFORMATIO NECESSARY TO COMPARE APPLICATIONS IN THE SAME COMPETITION TO JUDGE THE RELATIVE BUDGET AND COST EFFECTIVENESS BEFORE MAKING AN AWARD.
