Abstract: THIS FORM ENABLES INSTITUTIONS OF HIGHER EDUCATION AND PRIVATE AND PUBLIC NONPROFIT LIBRARY INSTITUTIONS TO APPLY ANNUALLY FOR RESOURCE DEVELOPMENT GRANTS. IT PROVIDES THE SECRETARY WITH SUFFICIENT INFORMATION TO DETERMINE EITHER ADHERENCE TO FISCAL REQUIREMENTS, OR TO APPROVE A WAIVER OF SUCH REQUIREMENTS. THE FORM ALSO EXPLAINS ANTICIPATED ACTIVITIES IF FUNDS ARE APPLIED TO NETWORKING ACTIVITIES.
