EPA is requiring reporting and
recordkeeping requirements for Perfluoroalkyl and Polyfluoroalkyl
Substances (PFAS) under the Toxic Substances Control Act (TSCA) as
amended by the Fiscal Year 2020 National Defense Authorization Act
(NDAA). As mandated by the amendment, EPA will require certain
persons that manufacture (including import) or have manufactured
these chemical substances in any year since January 1, 2011, to
electronically report to EPA certain information. This is a
one-time reporting event to provide greater transparency on the
uses and risks associated with PFAS and is mandated by the NDAA.
The total one-time burden and cost of the action are summarized in
Table 1. Table 2 annualizes the burden and cost over a three-year
ICR approval period (although the reporting is a one-time
activity).

There is a decrease of
10.1-10.8 million hours in total estimated industry burden. This
decrease reflects the modifications to the scope of the reporting
regulation. EPA is proposing to amend the one-time PFAS reporting
and recordkeeping regulation finalized on October 11, 2023 (88 FR
70516).
