NON- SUBSTANTIVE CHANGE REQUEST FOR THE REQUEST TO BE SELECTED AS PAYEE

DCMWC is requesting a non-substantive change to the approved collection of information contained in the “Request to be Selected as Payee”, following Executive Order 14249, Protecting America's Bank Account Against Fraud, Waste, and Abuse. The EO directs federal agencies to include a valid Social Security Number (SSN), Taxpayer Identification Number (TIN), Employer Identification Number (EIN), Individual Taxpayer Identification Number (ITIN), or Payee ID Number on all payment vouchers.

The current CM-910 form has a designated box for the Representative Payee applicants to provide their SSN. Roughly 60% of the applicants list the claimant's or miner's SSN instead of the applicants. We need to update the form to specify that applicants must provide their SSN or EIN, since some applicants can be a medical facility.

This clarification is critical because upcoming internal systems updates will require the Representative Payee's SSN or EIN before issuing payments. Also, The Treasury Department requires the SSN or EIN of any Rep Payee before debts can be referred.

This change request does not affect the burden hours. The burden hours remain the same.
