Title: Chimpanzee Research Use Form

The National Institutes of Health (NIH) Office of Laboratory Animal Welfare (OLAW) requests OMB
approval of non-substantive changes to the Chimpanzee Research Use (CRU) form from information
collection 0925-0705 that was last approved on July 5, 2023. The form is used to obtain information
needed by the NIH to assess whether the proposed research satisfies the agency policy for research
involving chimpanzees. NIH policy prohibits all invasive research involving chimpanzees (NOT-OD14-024), and only limited categories of noninvasive research involving chimpanzees or chimpanzee
biomaterials are permitted (NOT-OD-16-095). Completion of the CRU form is a mandatory step toward
receiving NIH support or approval for research involving chimpanzees.

The main change to the CRU form is removal of the form from the CRU Reporting System website,
which was previously located at https://cru.dpcpsi.nih.gov/Account/Login and no longer functional due
to its decommissioning. The CRU Reporting System was in use for more than ten years and the decision
to sunset the system was based on its age, its difficulty to maintain, and because it was reportedly
confusing to some users. Instead of using the CRU Reporting System, individuals will provide
information on a Word document CRU form and grants, cooperative agreements, and Other Transaction
applicants would upload the completed CRU to eRA, the electronic research administration online
system, while any other respondents for applications and proposals not in the eRA system would be
requested to complete the CRU form which would be submitted by email.

The other changes to the form include:
• changing the order of the paragraphs on the first page for improved readability
o Original paragraph order: Privacy Notice, Burden Disclosure Statement, Purpose, Who
Can Submit the Form, What Information Gets Considered, How and When to Submit the
Form and How to Revise Submitted Information
o Updated paragraph order: Purpose, What Information Gets Considered, Who Can Submit
the Form, How and When to Submit the Form and How to Revise Submitted Information,
Privacy Notice, Burden Disclosure Statement
• removing all references to the CRU Reporting System
• updating the point of contact regarding chimpanzee research use from the NIH Division of
Program Coordination, Planning, and Strategic Initiatives (DPCPSI) to the NIH OLAW Division
of Assurances
• adding instructions to describe how the CRU form should be submitted with specific information
for the various respondents (e.g., grant and cooperative agreement applicants, third parties)
• updating the descriptors with concise, direct language for Project Summary or Abstract; Specific
Aims; and Public Health Relevance
• adding headings and a specific Determination section with checkboxes
• including Institutional Certifications as checkboxes for response instead of requesting a letter of
certification resulting in deletion of the Sample Certification Letter
There are no changes to the policy requirements regarding research involving chimpanzees and
chimpanzee biomaterials, no substantive changes to the information requested, and no change in burden
on respondents as a result of these proposed changes.
Enclosed is the updated CRU form Word document, and a red-line track changes Word document of the
text from the CRU system. For improved readability, the red-line track changes document does not
reflect the updated order of the paragraphs on the first page.
