This is a request for a no material or nonsubstantive change of the currently approved information collection. The Department is requesting approval of an additional version of the already approved Authorizing Official Approval Forms in order to distinguish District Service Organizations (DSOs) from other
authorized entities.
During transition planning from SAIG Enrollment to Partner Connect we identified a small group of organizations (about 150) that were uniquely set up in the legacy system. These entities manage services and oversee the primary mailboxes for multiple postsecondary institutions. This new designation is
designed to streamline support and maintain continuity for organizations that already operate in this capacity. The implementation of the DSO designation ensures that these organization can continue to support institutions just as they do today—with no disruption. This designation avoids additional burden to the
schools as the management and oversite of their primary mailboxes will continue being managed by one entity.
In addition, the Responsibilities of FSA Partner Connect Users instructional document has been updated to include DSOs in the first sentence. The original read:
