This control number enables the BLM to
collect information that is necessary to authorize and manage
rights-of-way for solar and wind energy, oil and gas pipelines, and
electric transmission lines with a capacity of 100 Kilovolts (kV)
or more. The Bureau of Land Management (BLM) is requesting to
revise this control number to reflect changes to the underlying
regulations pertaining to renewable energy rents affecting solar
and wind energy developments. This proposed rule would update the
procedures governing the BLM’s right-of-way programs, focusing on
one main topic that would support Unleashing American Energy (EO
14154). This will generally remove impediments and burdensome
regulations or other rules that are not required by law. The RIN
number for this rulemaking action is 1004-AF45.
