The Department of Commerce (DOC)
foreign access management program is designed to enable the
broadest cooperation and collaboration with international partners
while ensuring compliance with all applicable United States (U.S.)
laws and regulations through the consistent and effective
management of access by Foreign Nationals to DOC facilities,
resources, and activities that are not available to the public. The
DOC must balance this openness with the necessity to protect
classified information, data, or technology; Controlled
Unclassified Information; or otherwise controlled, proprietary, or
not-for-public release data, information, or technology consistent
with U.S. laws and regulations. To facilitate compliance, the
Foreign National Request Form A is developed for use by DOC
bureaus, staff offices, and operating units to mitigate variance in
foreign access management program implementation and information
collection needed to achieve risk-based determinations of physical
and logical access by Foreign National visitors and guests to DOC
facilities and information resources. This form has been revised to
ensure that it adequately collects all information mandated by the
Office of the Director of National Intelligence.

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
