NON-SUBSTANTIVE CHANGE REQUEST JUSTIFICATION

The Commission’s Office of International Affairs (OIA) is requesting Office of Management and Budget (OMB) approval for de minimis, non-substantive changes to the questions and instructions for this information collection – International Signaling Point Code (ISPC). On August 8, 2023, in OMB Control No. 3060-1028, OMB approved new and revised electronic forms as part of the Commission’s modernization of its online, web-based electronic filing system – the International Communications filing system (ICFS). The ISPC forms include: SPC-NEW (for applications for a new ISPC assignment); SPC-WAV (for stand-alone waiver of the ISPC requirements); SPC-TC/ASG (for notification that an ISPC has been transferred to another entity); SPC-MOD (for notification of a modification of an existing ISPC assignment); and SPC-AMD (for amendment of any type of pending ISPC application) (together, “ISPC forms”). On August 8, 2024, in OMB Control No. 3060-1028, OMB approved non-substantive changes to this previously approved collection.
Since the approval in 2024 and due to continued technology issues with the development of the online system, we have made additional minor non-substantive, clarifying changes to the ISPC forms and instructions.
We request that OMB treat this request as a non-substantive change to Control No. 3060-1028 as the changes do not increase burdens or costs on the applicants. OIA includes the following: (1) screenshots of the ISPC forms as they will appear for public use and (2) the revised instructions.
