The Federal Communications Commission
(Commission) is requesting that the Office of Management and Budget
(OMB) approve a revision of OMB Control No. 3060-0686 to
incorporate changes from three Commission orders: the Mandatory
Electronic Filing Order, the Executive Branch Review Order, and the
Executive Branch Standard Questions Order. The Commission also
seeks approval for online electronic forms that are currently under
development as part of the Commission’s modernization of its
online, web-based electronic filing system -- the International
Communications Filing System (ICFS). To improve the Commission’s
collection of information related to international section 214
authorizations (international 214s) and to incorporate the new
requirements, the Commission revised current application forms and
added new forms. Please see the non-substantive change
justification for the reason behind this change request submission
to the Office of Management and Budget for review and
approval.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
