Pre-interview Script

Hello, this is _____ from R.L Polk and S&P Global Mobility. We are a leading provider of automotive data, and you may recognize our names, R.L. Polk and S&P Global, from news regarding vehicle sales, production, or technologies. We’ve recently launched research into the limousine market and would like to have a conversation with you and ask you some questions about your work in the space. We are specifically interested in understanding more about the market with respect to crash safety as limousines are not currently subject to federal crash safety regulations. The interview should be relatively brief, but given you may want to ask us questions, we are setting aside 1 hour for discussion. Participation is voluntary, no personal information will be collected, and company information will not be disclosed. Finally, Federal law requires we offer the opportunity to hear a “Paperwork Reduction Act Statement”, but you may decline.

The information collected in this study will support NHTSA in understanding the limousine market and characteristics of limousine vehicles with respect to fabrication, and safety-related questions on evacuation, crashworthiness, seating, and restraints. We estimate that it will take approximately one hour to complete the questions in this interview. OEM Program Participants

1. Does your company stretch chassis as part of your limousine and livery business?

2. Do you consider yourselves to be an aftermarket modifier or vehicle alterer (prior to first sale) or do you do both?

3. Can you tell me about the advantages of upfitting vans that are over 10,000 GVWR like the Sprinter 3500XD?

4. Do upfitted vehicles fall into the bus category (sometimes, always)?

5. Do you ever run into a situation where you have to re-certify the GVWR because of changes to the vehicle?

   • If yes, can you walk me through the process of re-certifying?

6. Who is considered the manufacturer of the final vehicle?

7. If a customer buys a vehicle from you, are they considered the first owner?

8. We’ve seen examples of third-party supplied and in-house manufactured seats. Do you have a preferred supplier. Is there some form of safety rating?

9. Is there a preferred seating configuration? (Benches, J-seats, buckets)

10. Are installed seats certified to FMVSS No. 207 “Seating Systems?” How does this relate to the pre and post GVWR of the vehicle?

11. Does the OEM mandate seat belt attachment points or attachment method?

    • If not, how are the seat belt types and placement determined?

12. Do the installed seatbelts need to meet applicable FMVSSs?

13. How do you determine the need to install egress windows or roof hatches?

14. Are there some FMVSS regulations that present more of a challenge than others?

15. Are sunroofs still used in in limousine industry? We’ve noticed a lack of them in vans.

16. If you begin with a cargo van, does the OEM require installation of OEM windows or can you do something else?

    • What type of glass is used on the non-OEM windows? Can they be opened?

17. Is there anything we didn’t ask that would help us understand the changing demands of the limousine and livery market?
