The U.S. Department of Transportation has announced $2 million from the Thriving Communities Program (TCP) for direct technical assistance to communities impacted by natural disasters, including Hurricanes Helene and Milton, that occurred between August 1, 2024 and February 28, 2025. TCP is a technical assistance and capacity building program that enables communities to advance a pipeline of transformative infrastructure projects to increase mobility, reduce pollution, and expand affordable transportation options—connecting communities to the essential opportunities and resources that will help them thrive.
Eligible applicants include:
Local, state, or Tribal governments, including pueblos or villages
United States territories
Metropolitan Planning Organizations
Transit agencies
Other political subdivisions of state or local government
This direct technical assistance will be awarded on a first-come, first-served basis to eligible applicants. The submission form will be open from [DATES], 2025. However, eligible applicants will be selected on a first-come, first-served basis and support may be exhausted prior to the [DATE] deadline. At least 25% of the 12 communities selected for support (i.e., at least 3 communities) must be rural and/or Tribal applicants. TCP can provide technical assistance and capacity building support related to disaster recovery and resilience planning efforts for up to 9 months, until [DATE].
Communities encouraged to apply are those that have faced disaster-related impacts to transportation infrastructure, including but not limited to, severe flooding, road damage, wastewater and pipeline damage, and access barriers to essential services. The disaster must have occurred between August 1, 2024 and February 28, 2025.
Technical assistance and capacity building support includes, but is not limited to:
Identifying and curating federal resources to address disaster recovery needs
Hosting grant writing workshops and trainings related to disaster recovery and planning
Conducting disaster resilience project scoping or planning
Supplementing local staffing for disaster resilience and recovery needs
Supporting comprehensive disaster recovery and resilience planning
Implementing innovative public engagement in alignment with disaster recovery and resilience
