B. Collection of Information Employing Statistical Methods



1. Respondent Universe and Sampling Methods

We estimate up to 96 grantees will receive TPP funding in FY 2023. All of these grantees will be reporting data; there will be no sampling of respondents. A couple of items are specific to a particular tier, such as the Tier 1 Supportive Services and Tier 2 Innovation Hubs projects items; the participant-level items are not relevant to the Tier 2 Innovation Hubs participants. For observed quality and fidelity measures, Tier 1 grantees will report on a sample of at least 5% of program sessions and Tier 2 Rigorous Impact grantees will report on a sample of at least 10% of program sessions.



2. Procedures for the Collection of Information

Most of the program-level measures (pertaining to participant reach, dosage, and fidelity) collected by grantees and their sub-awardees (or implementing organizations, who potentially could be partners that are not funded directly through the grants) will be collected by aggregating data obtained from the staff implementing the program. The grantee-level measures (such as number of partners, training, dissemination, sustainability) will be tracked and summarized from the grantees’ or sub-awardees’ administrative records. All measures will be entered into the cloud-based database.



3. Methods to Maximize Response Rates and Deal with Non-response

Because completion of performance measures has been a funding requirement for the TPP cooperative agreements awarded since 2010, we have had nearly a 100% grantee response rate for the cohorts of TPP grantees funded in FY2010,FY2015, and FY2020.. This requirement was stipulated in each of the three Notice of Funding Opportunity announcements for the FY 2023 awards. All grantees will be trained and given ongoing technical assistance in the web-based data collection procedures to facilitate their reporting.



4. Tests of Procedures or Methods to be Undertaken

None. These measures have been reported successfully over the past eight years.
