CHANGE REQUESTED
On November 23, 2024, the Federal Register published “Use of Federal Real Property to Assist the
Homeless” (See, Federal Register, Vol. 89, Nov. 219, page 89870). This final rule incorporates
required statutory changes and current practices pertaining to Title V of the McKinney-Vento
Homeless Assistance Act (Title V). It also updates references and terminology that are outdated,
and revises procedures for more efficient Title V program administration. To align with the final
rule, the Title V application, which on December 4, 2024 OMB approved a “Reinstatement without
change of a previously approved collection,” needs to be revised as indicated in redline in the
attached “Application Instruction Booklet for the Department of Health & Human Services Federal
Real Property Assistance Program, Homeless Assistance.” We are seeking OMB’s approval of
these revisions.
