2 EPA’s Handbook on Valuing Changes in Time Use Induced by Regulatory Requirements and Other EPA Actions recommends a study by the Congressional Budget Office for estimating benefit values for federal government workers. The study reports that total benefits account for 63.9 percent of average wages in the federal government sector. Therefore, 63.9 percent of the wage is used to calculate the fringe in the derivation of Agency wage rates.
