you may know, the federal government provides block grants to states
to run the TANF program. To be eligible for TANF cash assistance, a
family must be needy as defined by the state and consist of, at a
minimum, a parent or relative caregiver living with a minor child (or
a pregnant woman in her third trimester). Beyond that, states have
broad flexibility to carry out their programs. It is the states, not
the federal government, that decide on the design of the program, the
type and amount of assistance payments, the range of other services
to be provided, and the rules for determining who is eligible for
benefits. The federal government does not provide TANF assistance
directly to the public.
