Titles III, V, and VII of the Higher
Education Act of 1965, as amended (HEA), provide discretionary and
formula grant programs that make competitive awards to eligible
institutions of higher education and organizations (Title III, Part
E) to assist these institutions with expanding their capacity to
serve minority and low-income students. Grantees annually submit a
performance report to demonstrate that substantial progress is
being made towards meeting the objectives of their project. A Final
Performance Report will be completed after the grantee completes
their final performance period.

The actual number of Titles
III, V, and VII grantees has increased over the past 3 years. As
such, the annual number of responses has also increased.
Additionally, the annual burden hours per grantee will increase
slightly due to an additional final report that grantees in their
final year will complete. Therefore, the total annual burden hours
has increased.
