Harm Reduction Target and Performance
No Material or Nonsubstantive Change Justification
As the Substance Abuse and Mental Health Services Administration (SAMHSA) strives to be a data driven agency, it is requesting a no material or nonsubstantive change approval from the Office of Management and Budget (OMB) for OMB No. 0930-0391 - Harm Reduction Target and Performance, expiration date of September 30, 2025.
SAMHSA is requesting a no material or nonsubstantive change based on external feedback. The following no material or nonsubstantive changes were made:
Under the Harm Reduction Grant Annual Data, Section C: Expanding the definition of naloxone kits into nasal and intramuscular, thereby providing further clarity to the grantees.
Under the Harm Reduction Grant Quarterly Data, the reordering of items to mirror what is in the Harm Reduction Grant Annual Data, thereby easing grantees’ data collection burden.
Under the Harm Reduction Grant Quarterly Data, Section F, improved instruction narrative in the instrument in order to improve the quality of data.
