The Administration for Community
Living’s Administration on Aging (ACL/AoA) has an ongoing strategy
of program improvement through enhanced program performance
measurement, in compliance with requirements of the Office of
Management and Budget’s (OMB) program reviews, the GPRA
Modernization Act of 2010 (GPRAMA), and the OAA Section 202(f), by
proposing to conduct further studies of program outcomes. The
surveys have enabled ACL/AoA to establish baselines and performance
targets for annual and long-term outcome measures required by OMB
and incorporate new performance information in agency budget
justifications and performance plans. Further, the studies
demonstrated that services provided under Title III: • Are
effectively targeted to vulnerable populations • Are provided to
individuals who need the services • Are highly rated by recipients
(quality) • Provide assistance that is instrumental in enabling
recipients to maintain their independence.
