COVID-19 Guidance for Title II Reporting
During Academic Year (AY) 2019-20, the COVID-19 pandemic caused disruptions to
teacher preparation across the country. Many teacher preparation programs waived
certain program admission requirements, clinical experience requirements, and/or
graduation requirements due to a lack of access to assessments and/or an absence of
safe environments for completing clinical experiences. In addition, some states delayed
or waived the assessments required for an initial teaching credential due to a lack of
access to the required assessments. These changes to teacher preparation in
AY 2019-20 have implications for Title II reporting.
This COVID-19 Guidance for Title II Reporting is intended to support teacher
preparation providers in accurately reporting on their program requirements and
program operations during the COVID-19 pandemic.
The COVID-19 Guidance includes two key themes:

The following examples incorporate these key themes to illustrate how specific
circumstances would be reflected in the Institution and Program Report Card (IPRC).

Example 1
Sample University requires a minimum ACT/SAT score for admission into
the program. However, Sample University waived this requirement for 2020
admissions because prospective students were unable to access the
ACT/SAT assessments during the COVID-19 pandemic.
Q: How should Sample University reflect this in the IPRC?
A: In Section I: Program Requirements, Sample University will indicate “no” in the
Admission column for the “Minimum ACT score” and “Minimum SAT score”
elements (see below), because these were not required for admission into the
program in 2020.
In the Contextual Information section, Sample University can discuss that the
requirements were waived due to COVID-19 and a lack of access to the
assessments.

Example 2
Sample University requires 450 hours (or one semester) of student
teaching. However, K-12 schools closed mid-way through the spring 2020
semester during the COVID-19 pandemic, and program participants were
unable to complete the full semester of student teaching. Sample
University temporarily adjusted the requirement to 200 hours to
accommodate participants who could not complete the full semester of
student teaching.
Q: How should Sample University reflect this in the IPRC?
A: In Section I: Program Requirements, Sample University will indicate “200” in
response to the question “Number of clock hours required for student teaching” (see
below).
In the Contextual Information section, Sample University can discuss that the
requirements were adjusted due to COVID-19 and a lack of access to K-12
classrooms to complete student teaching.

Example 3
Sample University requires a minimum GPA for graduation (program
completion). However, Sample University experienced closures and
program disruptions during the COVID-19 pandemic, and as a result, did
not issue grades in the spring semester. To accommodate this, Sample
University waived the minimum GPA requirement in AY 2019-20.
Q: How should Sample University reflect this in the IPRC?
A: In Section I: Program Requirements, Sample University will indicate “no” in the
Completion column for the “Minimum GPA” element (see below).
In the Contextual Information section, Sample University can discuss that the
minimum GPA requirement was waived due to COVID-19 disruptions.

Example 4
Due to COVID-19, Sample University program participants, including
program completers, did not have access to the assessments required
for an initial teaching credential.
Q: How should Sample University reflect this in the IPRC?
A: Sample University will submit its lists of enrolled students and program completers
to the testing company as usual. The testing company will match which individuals
took tests, and calculate the pass rates as usual. Section III: Pass Rates will likely
reflect fewer test takers (see below).
In the Contextual Information section, Sample University can discuss that there
were fewer test takers due to COVID-19 and a lack of access to the assessments.

Example 5
Due to COVID-19, teacher preparation program participants did not have
access to the assessments required for an initial teaching credential. To
accommodate this, Sample State waived some of the required
assessments for an initial teaching credential.
Q: How should this be reflected in the IPRC?
A: States work with testing companies to confirm the list of assessments required for
an initial teaching credential; these assessments are then included in the IPRC in
Section III: Pass Rates. If an assessment was waived (i.e., not required in AY 201920), that assessment would not be included as a required assessment for an initial
teaching credential in AY 2019-20, and would not need to be included in Section III:
Pass Rates (see below).
In the Contextual Information section, teacher preparation providers can discuss
any statewide waivers, changes, or guidance.
