Subject: Nonsubstantive Change Request to Response Survey - Head Start Family and Child Experiences Survey (FACES 2019) [OMB # 0970-0151]
We are requesting a nonsubstantive change to the AI/AN Head Start FACES 2019 Program Director Survey (Attachment 21) for the OPRE Evaluation: Head Start Family and Child Experiences Survey (FACES 2019) [Nationally representative studies of HS programs], OMB Information Collection Request 0970 –0151.
We are submitting a change to the AI/AN Program Director Survey to remove a redundant question, include a different response option, and address a skip pattern change (due to removal of said redundant question).
We propose to remove question AB16 which duplicates information collected in question AB14. In AB14 we propose to add a response option to mirror response option 1 and 2 and add “approximately” to allow for those that are not quite to 50 percent (all changes in red below).
What
kind of Native language program(s) does your Head Start program
have?
A
full immersion classroom is one where only Native language is used
for all interactions and activities every day, without English or
another language being used.

With the removal of question AB16, we propose to move AB16a to follow AB14 and remove two words from the question text (all changes in red beelow).

Native language?
We propose that this question (now 16a) is then answered by all respondents who state that there is some Native language in the classroom (response option 1-6). Previously this was directed to those responding to having full or partial immersion.
We propose this change to the OMB approved survey in order to eliminate redundancy for respondents, provide more clear response options, and will provide us with more comprehensive data to understand program approaches with Native language. This change does not impact burden estimates.
