use of this collection past the approved emergency clearance time

clearance process and include responses to any public comments it
has received. Please note that after the 60-Day comment period
closes, RD will submit the collection package for a 1-year approval
if the new IT system is not already built, and a 3-year approval if
it is.

Rural Development is implementing a
new consolidated guaranteed loan platform. The new guaranteed loan
platform would combine the following four existing guaranteed loan
regulations into a consolidate rule: (1) the Community Facility
Program, (2) the Water and Waste Disposal Program, (3) the Business
and Industry Program, and (4) the Renewable Energy Systems and
Energy Efficiency Improvements Program under Title IX, Section 9006
of the Farm Security and Rural Investment Act of 2002 (FSRIA 2002).
These programs provide loan guarantees for a variety of projects
intended to improve the economies of rural America. The following
is an update to the Emergency Justification: The rule will become
effective 90 days from the date of publication in the Federal
Register. Therefore, in order to ensure that any Information
Collection and Recordkeeping activities are approved on the
effective date, RD is requesting emergency approval of the new
information collection in coordination with OMB clearance of the
associated rulemaking. As the use of normal clearance procedures is
likely to prevent or disrupt the collection of information from
borrowers, the 60-Day notice for comments is embedded in the Final
rule with request for comments. Due to the need to consider
comments received and then issue another notice for the Federal
Register for an additional thirty days of comment, RD would not be
able to complete the information collection process before the
OneRD rule takes effect with the beginning of FY21. The OneRD rule
that harmonizes to the maximum practical extent the regulations for
implementing these four separate loan guarantee programs; the
associated reduction in burden is maximized if the rule takes
effect with the beginning of a fiscal year. Please note that after
the 60-Day comment period closes, RD will submit the collection
package for a 1-year approval if the new IT system is not already
built, and a 3-year approval if it is. Either way, RD will address
any comments received with the subsequent.

distressed borrowers need servicing actions. Failure to collect
proper information from borrowers could result in improper
determinations of servicing assistance, hinder the government’s
recovery of such loans, increase legal costs to the borrower as
well as encumber customer service. Please note that after the
60-Day comment period closes, RD will submit the collection package
for a 3-year approval addressing any comments received.
