The electric power surveys collect
data from entities involved in the production, transmission,
delivery, and sale of electricity, and in maintaining the reliable
operation of the power system. The EIA-63B survey collects data
from companies involved in the photovoltaic industry; e.g.
manufacturing, shipping, importing, and exporting. This survey is
the primary source of information on this energy industry segment.
The data collected are the primary source of information on the
nation’s electric power industry.
Most of the change in total
burden is caused by an increase in the reporting frequency for Form
EIA-930 from 365 to 9,125. The annual reporting frequency for this
survey was incorrectly submitted previously. There has been no
change in the reporting requirements for this survey since the last
clearance. Respondents are required to submit their wholesale price
data every hour, as well as a daily file that contains the hourly
data from the previous day. Therefore, each day, each respondent
has 25 submissions. In the last clearance. This was incorrectly
reported as 1. Other changes across the other surveys contribute to
the change in burden. There was an increase in survey respondents
for Form EIA-923M, A, and S due to rapid expansion in the number of
operating utility-scale power plants. Although industry capacity
has grown only slightly between 2016 and July 2019 (≈2%), large
base-load, high-capacity coal plants have retired and been replaced
by a large number of smaller capacity solar and wind plants. EIA is
discontinuing Form EIA-411 which results in a reduction of 1,098
burden hours. EIA also made several changes regarding Forms EIA-861
and EIA-861S which are difficult to display in Table 6. EIA changed
the eligibility for the sample reporting on the Form EIA-861 which
reduced the sample by approximately 620 respondents beginning in
the year after current Form EIA-861S respondents complete Form
EIA-861. Respondents on Form EIA-861S must file a long Form EIA861
every eight years. Data year 2019 is the eighth year of the current
cycle, therefore 2019 data to be collected in 2020 will require
Form EIA-861S respondents to complete the long Form EIA-861 which
increases the burden compared to the previous cycle. The frames for
Forms EIA-860 and EIA-860M are determined by the generating
capacity values of existing and planned facilities. Changes in
these frames are the direct result of a shifting industry
generation portfolio. Due to several economic and environmental
factors, there is growth in the number of solar, wind, battery
storage, natural gas-fired combined cycle, and natural gas-fired
combustion turbine facilities and there is loss in the number of
coal and natural gas-fired thermoelectric facilities. This resulted
in less respondents being eligible to report on Form EIA-860 with
environmental questions, but more respondents being eligible to
report on Form EIA-860 without environmental questions.
