MISHANDLED BAGGAGE INSTRUCTIONS (NO OTHER CHANGES HAVE BEEN MADE)
On-Time flight data and mishandled baggage reports provide
travelers with consumer information, while the FAA uses the data
for their air traffic control modeling. The mandatory information
collection under OMB control number 2138-0041 requires U.S. Air
Carriers to provide On-Time flight data and mishandled baggage
reporting, which accounts for 0.5 percent or more of the domestic
scheduled passenger revenue for on-time data and 1 percent for
mishandled baggage data collection. This information collection is
reported on a monthly basis. This data is received by the Bureau of
Transportation Statistics (BTS) and published monthly in the Air
Travel Consumer Report for consumers. The requested revision under
the new final rule requires carriers that account for at least 0.5
percent of domestic scheduled passenger revenue, increasing the
reporting carrier pool for the purpose of submitting On time data
Effective January 1, 2018 and mishandled baggage effective January

On time burden hours increased
due to an increase in respondents. In 2019 the Mishandled baggage
burdened hours will increase due to an increase in respondents.
There would be an initial set up cost for the 6 new air carriers
that are required to submit data. It is estimated that there would
be a total hourly burden of 3,369 hours at a labor cost of $94.57
per hour, resulting in $318,607 for the initial set up cost for the
