Justification for Non-Substantive Changes to the Collection or Resubmission of the Collection within One Year of OMB Approval



  • Change #1: We are removing the alcohol and drug addiction modules from the Composite International Diagnostic Interview (CIDI).


Justification #1: As part of the baseline interview, the contractor was to administer the full CIDI to confirm the SSA reported allegation of a severe mental illness. We originally estimated the CIDI would take about 40 minutes to administer, based on estimates for the instrument from the National Comorbidity Survey. For the people in our study, we found the interview could take up to 2.5 hours, because people responded to far more of the screener questions requiring them to respond to all the classification questions in many more modules than people did in the National Comorbidity Survey. We are removing the alcohol and drug addiction modules, because the questions are asked elsewhere in the interview. This change greatly reduces the amount of time for the interview


  • Change #2: We are reducing the number of CIDI administrations from 3,000 to the number administered thus far plus a random draw of 300 (10% sample)


Justification #2: Because SSA can provide Westat with lists of potentially eligible participants who allege a mental health impairment, the CIDI is no longer needed to screen for eligibility. However, because no data currently exists on the characteristics of this population of disability applicants who are initially denied benefits for an alleged mental health impairment, it will be important to collect objective research data on the demographic characteristics of this study population, including the distribution of mental health impairments. Instead of administering the CIDI on all 3,000 enrolled participants, Westat will administer the CIDI to 300 randomly selected participants to reduce respondent burden. The original burden estimate for administering the CIDI was as follows:

We need these changes immediately in order to reduce respondent burden. The CIDI takes far longer than we originally estimated and respondents may decide not to continue in the study given the full CIDI can take 2.5 hours where the respondents are told it will take about 40 minutes.


This change is to be incorporated into a modification to the contract. The contract will say that these changes in the CIDI will not be implemented until the contractor, Westat, Inc., is told to do so by the COR upon the approval of OMB.


The previous and original submission of the OMB package was 2017. We did not know this was an issue until several months after recruitment began, in late November of 2017.
