Justification for Non-Substantive Changes to the Collection or Resubmission of the Collection within One Year of OMB Approval



  • Change #1: On the second page of the SSA-1199, we are revising the first sentence under “**SPECIAL NOTICE TO JOINT ACCOUNT HOLDERS**”. We are removing references to the American Embassy and Consulate. The wording currently reads, “If you have a joint account with a person who receives Social Security payments, and that person dies, you must immediately contact your bank and the Social Security Administration or the American Embassy or Consulate in your area.”


We are changing the wording to read as follows, “If you have a joint account with a person who receives Social Security payments, and that person dies, you must immediately contact your bank and the Social Security Administration or Federal Benefits Unit in your area.”


Justification #1: The U.S. Department of State (DOS) has discontinued certain unpaid duties performed for our agency. Our Office of Earnings and International Operations and the Department of the Treasury made us aware of this change. As a result, we are obligated to remove all references to the American Embassy and Consulate from the SSA-1199 due to the Inter-Agency Agreement (IAA) between our agency and DOS.


  • Change #2: On the second page of the SSA-1199, we are revising the first sentence under, “IF YOUR ADDRESS CHANGES.” We are removing references to the American Embassy and Consulate. The wording currently reads, “If your address changes, you must inform the American Embassy or the Social Security Administration.”


We are changing the wording to read as follows, “If your address changes, you must inform the Federal Benefits Unit or the Social Security Administration.”


Justification #2: The DOS has discontinued certain unpaid duties performed for our agency. Our Office of Earnings and International Operations and the Department of the Treasury made us aware of this change. As a result, we are obligated to remove all references to the American Embassy and Consulate from the SSA-1199 due to the Inter-Agency Agreement (IAA) between our agency and DOS.


  • Change #3: On the second page of the SSA-1199, we added the word “being” to the sentence under “INFORMATION ABOUT CURRENCY CONVERSION”. The sentence now reads, “With direct deposit, your U.S. Social Security payment is automatically converted to___ (if applicable) at the daily international exchange rate before being deposited to your account.”


Justification #3: We added the word “being” to provide clarity.


  • Change #4: On the second page of the SSA-1199, we added the office component “Division of International Operations” to the Social Security Administration Address found under “CHANGING BANKS OR BANK ACCOUNTS.”


Justification #4: We added this information at the request of the Office of Earnings and International Operations (OEIO). In certain instances, the beneficiary must mail the SSA-1199 to OEIO for processing. As a result, OEIO requested that we indicate appropriate division of OEIO within the return address. The address now reads:

  • Change #5: We are revising the PRA statement on this form.


Justification #5: We are revising the PRA statement to reflect our current boilerplate language.  The current language, which dates back to the last reprint of the form, is now outdated.


  • Change #6: We are revising the Privacy Act Statement on this form.


Justification #6: SSA’s Office of the General Counsel is conducting a systematic review of SSA’s Privacy Act Statements on agency forms. As a result, SSA is updating the Privacy Act Statement on the form.



SSA will implement the changes to the SSA-1199 upon OMB approval.


These actions do not affect the public reporting burden.
