As soon as the ICR package for 1894‐0001 – Streamlined Clearance for Discretionary Grants – ends its 60 day comment 
period, I will include this form with the ICR and submit it for review to OMB as part of the package. The comment period 
for this ICR ends on April 26, About a few days prior to that, I’ll add the form to the package and prepare it for review by 
our Team Lead for OMB Submission. Upon her Ok to do so, I’ll submit for publication a 30 day notice. This notice will 
include some language that will tell the public about this new form.

Hi Sharon, sorry for my confusion. 
 
I actually think the form will reduce the burden, as it creates a structure for the information we are requesting. Currently
we ask an applicant to provide all of this information in an appendix, but each applicant is left with creating their own
structure for that appendix narrative. Additionally, the information is generally presented in a narrative, which can be
difficult to follow—and the chart on the form will make it easier for the applicant to provide the citation and then the write
up of the relevance of the citation to the proposed grant project. 

 
Basically the form takes what was in narrative already and creates boxes in which the applicant will plug in the
information. The form will help an applicant ensure they have all of the necessary information completed, as a blank box
or column will indicate missing information. 

 
With this form, we will stop providing instructions in the NIAs and application packages about providing this information in
a narrative in the appendix. Instead, we will reference this form and ask the applicant to complete this form, along with
the other forms and parts of their grant application. We actually think it should be pretty seamless transition and reduce
overall burden. 

 
It will apply to all discretionary grants (where applicable, where evidence is involved).

We don’t see it as increasing the burden. If anything, it simplifies the process as the format for providing this information
is established by the form itself.

That is correct. We are currently asking applicants to include this information in an appendix, but a form would provide
structure and organization to this information and ensure it’s all in one location.

Hi Sharon – I have a question for you. We’ve received a request to submit the attached form for review and we’re 
wondering if this is appropriate to submit as an 83C. Here’s the deal. 
  
This form will be used in conjunction with our generic and discretionary grants that are submitted. Currently the 
information contained in this proposed form is captured as narrative in the application. What they are looking to do is 
capture the information contained in the narrative into this form so that it’s all in one place. They are estimating that it 
will take on average 1.5 hours to complete this form. 
  
Kelly – correct me if I’ve misrepresented anything. 
  
We do anticipate that there may need to be a public comment period to give the public a chance to respond to it. The 
program office is flexible in the time needed to obtain approval – whether it’s a short public comment period or if a full 
clearance is required.  
  
Any guidance you could provide on how we should proceed is greatly appreciated.
