Dear [respondent],

The U.S Department of Energy (DOE) seeks your input in a research project to help DOE understand and evaluate diffusion of energy efficiency technologies and practices in the residential construction market. Your participation in this research is voluntary. The interview will take approximately 30 minutes. A key focus of this research project is to assess its Building America program, and the program’s influence on the new residential construction market. Your feedback is important to DOE and will help DOE refine program offerings, administration, and outreach to better serve the market.

We are reaching out to you, as a Building America participant, to participate in a phone interview. DOE has contracted with the consulting firm, Industrial Economics, Inc. (IEc), based in Cambridge, Massachusetts, to evaluate DOE’s investments in new residential efficiency program activities and to conduct these interviews. Your responses will be kept confidential and anonymous. We need to speak with the person in your firm with the most experience and knowledge of the firm’s involvement in DOE’s Building America program, as well as adoption of energy efficiency practices over time. If you are not the best person to provide this feedback, please forward this letter/e-mail to the appropriate person in your organization and let us know if there is someone else in your firm that you recommend that we contact.
