Revisions to the Collection Instrument
SSA’s Office of the General Counsel (OGC) is conducting a systematic review of SSA’s Privacy Act Statements on agency forms. As a result, OGC suggests changing the title “Federal Privacy Act Statement for Third-Party Submitters” on page six and anywhere else, it may appear in the document to “Considerations for Third-Party Submitters”. This change is required since the Privacy Act (5 U.S.C. § 552a(e)(3)) has very specific criteria when Federal agencies provide Privacy Act Statements, and it does not appear that we meet that criteria with this collection as we are not collecting personal information directly from an individual. OGC also notes that we recently updated the Privacy Act Statement for the agency’s Business Services Online on March 16, 2015 in response to the Office of Electronic Services and Technology’s proposed OMB Request for Internet Services & 800# Automated Telephone Services Knowledge-Based Authentication clearance package (OMB Clearance Package #0960-0596 for KBA-RISA).
