collection, reference the OMB Control Number provided. OMB is
withholding approval at this time. Prior to publication of the
final rule, the agency should provide a summary of any comments
related to the information collection and their response, including
any changes made to the ICR as a result of comments. In addition,
the agency must enter the correct burden estimates. This action has

EPA is proposing to amend training
requirements for certified renovators under the Lead Renovation,
Repair, and Paint (RRP) regulations to eliminate the hands-on
component of mandatory renovator refresher training. Eliminating
the hands-on component of the refresher training will allow
accredited training providers to offer the renovator refresher
training online in e-learning courses. Training providers that
would teach the online renovator refresher training would need to
submit an accreditation application to EPA for the online course.
The current paperwork requirements for training providers under the
RRP regulations are addressed in an existing Information Collection
Request (ICR) that is currently approved under OMB Control No.
2070-0155. This rule-related ICR addresses the incremental
reporting requirements in the proposed rule related to
accreditation applications for online renovator refresher training
courses.
Training providers that would
teach the online renovator refresher training would need to submit
an accreditation application to EPA for the online course. The
current paperwork requirements for training providers under the RRP
regulations are addressed in an existing Information Collection
Request (ICR) that is currently approved under OMB Control No.
2070-0155. This rule-related ICR addresses the incremental
reporting requirements in the proposed rule related to
accreditation applications. The one-time application is expected to
entail 13.8 burden hours per response. In the first year, this is
expected to result in 3,795 burden hours for 275 respondents, and 0
hours in the 2nd and 3rd years. EPA therefore estimates the total
annualized burden to be 1,265 hours. This is a program change.

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
