The Request concerns information collection requirements related to section 1322, of Public Law 111-240, the "Small Business Jobs Act of 2010" implemented in DFARS clause 252.219-7003. Section 1322 pertains to compliance with a prime contractor's subcontracting plan. As an outgrowth of this requirement, DoD contracting officers will develop past performance source selection factors to consider the extent of participation of small businesses in contracts that contain the FAR clause at 52.219-9, "Small Business Subcontracting Plan."
