B. Collections of Information Employing Statistical Methods
1. Respondent Universe and Sampling Methods
Participants for this feasibility project will be recruited from respondents to the 2014 National Study of Long-Term Care Providers (NSLTCP)) (OMB No. 0920-0943, discontinued 04/30/2015). That is directors of adult day services centers (ADSCs) and residential care communities (RCCs) that met the eligibility criteria for the 2014 NSLTCP survey and completed that survey. The following criteria were used to determine the universe of RCCs which were eligible for selection in the 2014 NSLTCP survey:
Places that are licensed, registered, listed, certified, or otherwise regulated by the state to provide room and board with at least two meals a day, around-the-clock on-site supervision, and help with activities of daily living (e.g., bathing, eating, dressing) or health-related services (e.g., medication supervision); serve primarily an adult population; have at least four beds; and are serving at least one resident at the time of the survey.
NCHS will randomly select a total of 45 ADSCs and 45 RCCs that represent a mix of 2014 NSLTCP eligible survey respondents by survey completion mode (web, mail, or telephone); size [number of beds for RCCs (4-10, 11-50, and 51+) and number of current participants enrolled for ADSCs (1-10, 11-50, and 51+)]; and state, to ensure representation from among at least one state in each of the four Census regions.
2. Procedures for the Collection of Information
Participants sampled will first receive an advance package with a letter explaining the feasibility project, and informing them we will be calling them soon to seek their participation (Attachment D-1). The advance packet will also include an NCHS 2014 resident/participant data brief and the NCHS confidentiality brochure. This feasibility project will be conducted over the telephone with interviewers using paper and pencil scripts and questionnaires to complete the interviews. The feasibility project includes two telephone calls per eligible, participating respondent (See Attachments B and C). The first call is to screen for eligibility, obtain cooperation to participate in the feasibility project, and schedule an appointment for the second call. A pre-appointment packet will be sent to respondents before the second call which confirms the appointment and provides a showcard to be used during the interview (Attachment D-2). The second call is to conduct the sampling and person-level data collection and debrief the respondent about their experience with the process. NCHS assumes that during the initial call, 20 ADSCs and 20 RCCs will complete screening questions as eligible and agree to participate in the feasibility project. During the scheduled appointment for the second call, the telephone interviewer will use a script and follow detailed steps to help the respondent (director of RCC or ADSC) select three residents/participants to be included in the study. The interviewer will administer the resident/participant questionnaires for each selected resident/participant during this call and will also ask a few questions to learn more about the respondent’s experience with the study procedures and questions. No personal identifiable information (PII) will be collected, only the initials of residents/participants for sampling purposes. The entire process of completing both calls is estimated to take about one hour per respondent.
3. Methods to Maximize Response Rates and Deal with Non-response
NCHS will make every reasonable attempt to encourage completion of the feasibility project. To maximize response rates, NCHS will use methods similar to those used in previous establishment surveys (e.g., 2012 and 2014 NSLTCP, National Survey of Residential Care Facilities (OMB No. 0920-0780, discontinued 12/31/2012), National Home and Hospice Care Survey (OMB No. 0920-0298, discontinued 07/31/2009), National Nursing Home Survey (OMB No. 0920-0353, discontinued 02/28/2007)). To this end, we will use the refusal aversion techniques described below.
Robust mailout materials. The feasibility project letters convey the legitimacy of the study and help respondents understand the relevance and importance of the projects (Attachments D-1 and D-2). The materials are based on those used successfully in the 2012 and 2014 NSLTCP (OMB No. 0920-0943).
Low burden. We estimate that it will take about one hour on average to participate in the feasibility project.
4. Tests of Procedures or Methods to be Undertaken
The person-level questions (Attachment C) contain items drawn from previous surveys NCHS has successfully conducted (e.g., 2010 NSRCF). The feasibility project will include probes to ask respondents whether any person-level items were difficult to answer. This information will inform revisions to the items in preparation for the 2018 national implementation.
