The State plan preprint and amendments
serve as a contract with OCSE in outlining the activities the state
will perform as required by law in order for states to receive
federal funds to meet the costs of these activities. The affected
public is comprised of states receiving funds. The information
collected on the State plan pages is necessary to enable OCSE to
determine whether each State and Territory has a IV-D State plan
that meets the requirements in title IV-D of the Social Security
Act and implementing regulations.
Federal law only requires page
changes to be sent only when there is a change in the plan
provisions. It's estimated there will be fewer changes to the plan
and therefore fewer page changes.
