Justification for Non-Substantive Changes

Consent Based Social Security Number Verification (CBSV)

Background:

The CBSV is a fee-based Social Security Number (SSN) verification service that private businesses and other parties use to obtain SSA’s verification of the SSNs belonging to consenting number holders. After signing a user agreement and completing a registration process, the requesting party submits a file to SSA either through the CBSV online application or through the internet via the CBSV web service. SSA matches the SSN, name, and date of birth information against our Master File. The results that SSA returns to the requesting party via CBSV services show only a match/no match indicator (and an indicator if our records show that the individual issued the SSN is deceased).

Justification:

These systems enhancements will improve usability and reduce maintenance costs. The screen changes reflect OMB-approved revisions to the CBSV User Agreement and User Guide. This action does not affect the respondent burden.


We are requesting OMB approval to make the following non-substantive changes to the User Interface and Web Service. These changes will:

  • improve usability;

  • improve 508 accessibility;

  • implement the Office of Inspector General’s recommendation to make the date of birth field mandatory for all verifications;

  • reduce maintenance costs by removing the unused service option to upload a file for batch processing;

  • implement the agency’s initiative to remove the gender field from all SSN verifications, and;

  • provide an attestation by the user that they have obtained the proper signatures and proofs as provided in the agreement:

CBSV Agreement Section V. Consent (page 8): If a parent or legal guardian signs the Consent Form (SSA-89), the parent or legal guardian must provide proof of relationship, e.g., a copy of the birth certificate or court documentation proving the relationship. The Requesting Party must retain proof of the relationship.


CBSV Online Interface Changes:

  • Update interface code to meet new security standards and implement SSA’s new User Experience Framework standards;

  • Make the date of birth field a mandatory field;

  • Remove the gender field, and;

  • The CBSV application determines if verification is for a minor and requests an attestation (yes or no) that proper signatures and proofs were obtained. CBSV will not verify any SSN unless the user attests to having obtained the proper signatures.

  • Remove the main menu option to upload a batch file for verification processing.


CBSV Web Service Changes:

  • Update interface code to meet new security standards;

  • Make the date of birth field a mandatory field;

  • Remove the gender field, and;

  • Require an attestation (y or n) that proper signatures and proofs were obtained. Instead of processing verification for a minor, where the attestation is empty or N, the web service will return an error code.
