The Proposed rules, guidance and
acceptable practices implement the new statutory framework that,
among other things, amends section 5 of the Commodity Exchange Act
(CEA) concerning designation and cooperation of contract markets
and adds a new CEA section 2(h)(8) to include the listing, trading
and execution of swaps on designated contract markets.
The new regulation allows for
the transaction of swaps on DCMs, provides for 5 new core
principles for DCMs to comply with in addition to various revised
core principles that incorporate former designation criteria.
