Respondents to the recordkeeping
requirements for this collection are persons who manufacture,
blend, process, and distribute products that contain or may contain
protein derived from mammalian tissue, and feeds made from such
products. The requirements provide that written procedures be
developed to protect against animal feed contamination that would
potentially spread disease. This information collection was
established because epidemiological evidence gathered in the United
Kingdom suggested that bovine spongiform encephalopathy (BSE), a
progressively degenerative central nervous system disease, is
spread to ruminant animals by feeding protein derived from
ruminants infected with BSE.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:

(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
