GSA requires the collection of the
information in the Temporary Contractor Information Worksheet to
authorize and initiate investigation requests for GSA temporary
contractors on GSA contracts related to the American Recovery and
Reinvestment Act of 2009 to grant unescorted access to
GSA-controlled facilities. The background investigations and
adjudication of results are carried out by the US Department of
Homeland Security, Immigration and Customs Enforcement, Federal
Protective Service (DHS/ICE/FPS) Contractor Suitability and
Adjudication Division in accordance with the terms and conditions
of separate Memoranda of Agreement with GSA.
GSA estimated 24,480 annual
respondents in the original information collection request in 2009
based on the number of GSA contractors investigated by DHS/FPS for
FY2008 totaling 20,400, plus a 20% increase expected for FY2009 for
investigation requests. For this information request, GSA estimates
1,250 annual respondents based on the projected average number of
GSA ARRA temporary contractors investigated for FY12-FY15. (GSA
expects to process 1,389 ARRA temporary contractors for FY12 and
expects a 7% year-over-year decrease year for FY13-FY15.)
