Supporting Statement



  1. JUSTIFICATION


1. Need for the Information Collection


The Secretary of Defense is authorized by Section 8109 of Public Law 112-10, the Department of Defense and Full-Year Continuing Appropriations Act, 2011, and Section 8118 of Public Law 112-074, the Consolidated Appropriations Act, 2012, to act through the Office of Economic Adjustment (OEA), to provide funds to “make grants, conclude cooperative agreements, or supplement other Federal funds to construct, renovate, repair, or expand elementary and secondary public schools on military installations in order to address capacity or facility condition deficiencies at such schools: Provided further, that in making such funds available, OEA shall give priority consideration to those military installations with schools having the most serious capacity or facility condition deficiencies as determined by the Secretary of Defense.” OEA is establishing a one-time non-competitive program to administer this appropriation. A project proposal is requested to facilitate evaluation of eligible applicants/projects. Instead of an approved form, a Federal Register notice published on September 9, 2011, 76 FR 55883 -55886 outlines the requested proposal information.


2. Use of the Information


The data will be used by OEA to determine an appropriate project scope and Federal funding amount.


3. Use of Information Technology


Improved information technology may be used to the maximum extent possible. It is assumed some of the respondents will choose to submit the information by electronic mail.


4. Non-Duplication


There is no duplication of effort involved in this information collection because it is a one-time program to administer an appropriation. There is no similar information currently available.


5. Burden on Small Business


Small businesses are not eligible to receive these funds, thus are not subject to the collection requirement.


6. Less Frequent Collection


If this information collection was not conducted, OEA would have no accurate information to determine compliance with legal and programmatic requirements.






7. Paperwork Reduction Act Guidelines


There are no special circumstances that require this collection to be conducted in a manner inconsistent with the guidelines in 5 CFR 1320.5 (d) (2).


8. Consultation and Public Comments


This information collection was published in the Federal Register on November 18, 2011, 76 FR 71555. No public comments were received. OEA is in contact with proposed respondents and all respondents have indicated an interest in providing information to apply for funds.


9. Gifts or Payment


No payment or gift will be provided to the respondents.


10. Confidentiality


This information will be disclosed only to the extent consistent with prudent business practices and current regulations and statutory requirements.


11. Sensitive Questions


The collection of sensitive information is only financial in nature.

12. Estimates of Respondent Burden and Annual Costs


The burden for this collection is estimated to average twenty two hours for each respondent to complete a project proposal. The estimated cost was developed on the basis of the average hourly costs for School District personnel and administrative support. School District personnel (GS 13/5) .25 hours x $39/hour; Administrative Support (GS 7/5) .75 hours x $18/hour; plus 30% fringe benefit = 1 hour

It is estimated the Federal Government will spend an average of 4 hours in receiving, reviewing, and processing each project proposal. The estimated average cost per response of $254.24 is based on the current salary for a GS-14, Step 1 ($105,211), plus a 26.1 percent overhead burden. The estimated cost is:
