This ICR is
being approved on an emergency basis for the reasons outlined in
the Justification statement in the supplemental documenation.
Specifically, this ICR inadvertantly lapsed, and DOD needs to
expeditiously proceed with assessment of citizen respone to
explosive noise near its bases to ensure that it can proactively
address any concerns that may arise. OMB understands that DOD
already published the required 60 day notice and received no
comments, and will be publishing a 30 day notice shortly. The
emergency approval is for six months. DOD should resubmit this ICR
as a regular extension as soon as possible, in order to allow ample
time for it to be acted on before the expiration of the six month
emergency approval. No additional documenation is needed for the
resubmission.

Current military blast noise
procedures do not provide adequate guidance to military
installations to assist them in managing the noise impacts of
training and operations on surrounding communities. Members of
communities surrounding selected military installations will be
surveyed about annoyance due to blast noise from the installation.
data will be compared to noise measurements to recommend improved
guidelines for impulse noise management at military installations
where surrounding communities may be impacted.
The package of documents
submitted to ROCIS by Patricia Toppings of WHS on this date, is a
request for extension of a project that has been ongoing for the
last 3 years. No changes have been made to the protocol or the
surveys being used since the original OMB approval. This request is
time sensitive. Through an unfortunate series of events , our
original request for the extension was never received by the ROCIS
system and OMB, even though the package was prepared and forwarded
on to OSD for submission back in February of this year.
