As part of its fishery management
responsibilities, the National Marine Fisheries Service (NMFS)
collects information to determine the amount and type of groundfish
caught by fishing vessels. This collection supports requirements
for shorebased first receivers in the Pacific Coast groundfish
fishery's shorebased individual fishing quota (IFQ) program to
account for all landed catch and to send electronic catch data used
to manage the catch allocations and limits. It also supports scale
requirements for motherships and catcher/processors in the at-sea
whiting fishery to account for all catch brought on board the
processing vessel. The respondents are principally shorebased first
receivers, catch monitor service providers, mothership processors,
and catcher/processors which are companies/partnerships. This
revision includes some changes in procedures and to fish tickets
(new screen shots not available until implementation). This is a
resubmission without changes, per the final rule
