The international burden has
decreased due to a Customs and Border Protection regulation
approved in 2010. The international respondents can fill out an
AEPIS to seek approval to fly into the U.S. if they are only making
one stop. If this is the case, the international respondants are
not required to complete and submit a TSA Airspace Waiver
application. The increase in domestic respondents is based on past
actual data.
