The Q-CCIIT measure to be developed and evaluated will provide the Office of Head Start with a reliable and valid observation tool to document caregiver-child interactions for infants and toddlers in nonparental care. This information will satisfy the accountability and program improvement goals mandated by the Improving Head Start for School Readiness Act of 2007 (P.L. 110-134), which outlines requirements on monitoring, research, and standards for Head Start and Early Head Start
