Revisions to the Collection Instrument
SSA has modified several of the eIAR screens since we submitted them for OMB approval in 2009. We made these minor changes to improve the way that eIAR processes cases based on issues that arose during the development of this new process. We made these changes to make the “Query” function in eIAR more user friendly for the IAR agencies.
We made the following changes to screens approved by OMB in 2009.
Screen 14 “Query IA Cases” on page 17 of the screen shot attachment:
On Screen 14, we deleted the grant reimbursement (GR) code as a choice for sorting the query results. We replaced it with the capability to sort the query by the last names of the SSI claimants. Based on discussions with users, this change provides better results for the IAR agency users. This change also appears on screen shots for Screen 14 on pages 20, 25, and 26 of the screen shot attachment.
Screen 18 “IA Reports Not Yet Reimbursed” on page 21 of the screen shot attachment:
On Screen 18, we changed the way we display the list of IA cases not yet reimbursed by SSA. Previously we displayed the cases in alphabetical order of the SSI claimants’ last names. We now display the cases in order of the date the IAR agency submitted the case for reimbursement. For purposes of this query, the “submitted” date is the most important information for the IAR agency.
Screen 19 “IA Report – Details” on page 22 of the screen shot attachment:
On Screen 19, we changed only the name of the screen to make the name more descriptive of the content. We made no changes to the functioning of this screen.
Screen 20 “Confirmation of IA Report Deletion” page 23 of the screen shot attachment:
We combined the functions of screen 20 and 21 and changed the title. The title of the former screen 20 was “Delete Confirmation. The title of the former screen 21 was “Delete Complete.” The title of the new screen 20 is “Confirmation of IA Report Deletion.”

We renumbered this screen. It was Screen 22 in the 2009 clearance package. We did not change the screen’s function.
Screen 22 “Case History” on page 25 of the screen shot attachment:
We renumbered this screen. It was Screen 23 in the 2009 clearance package. We did not change the screen’s function.
Screen 23 “Query IA Cases” on page 26 of the screen shot attachment:
We renumbered this screen. It was Screen 24 in the 2009 clearance package. We did not change the screen’s function.
Screen 24 “Cases Pending SSI Determination” on page 27 of the screen shot attachment:
We renumbered this screen. It was Screen 25 in the 2009 clearance package. We also changed the way we display the SSI pending cases. In the 2009 version, we sorted the cases first by the Social Security Number. In the revised version, we sort the cases first by the grant reimbursement (GR) code. This displays the data for the IAR agency in a more useful format for States with more than one GR code.
Proposed New eIAR Screen Added to this Collection
We are also asking for clearance of a new eIAR computer screen. The title of the new screen is “Interim Assistance Reimbursement Authorization.” We attached a screen shot for this new screen.
We are removing Form SSA-8125, because the eIAR system replaces its functions.
We are currently developing an enhancement to the eIAR system to automate the process when the IAR agency reports to SSA the receipt of IAR authorization forms from individuals who file for interim assistance and SSI benefits. The IAR agreement between SSA and the State requires that an individual who files for interim assistance must sign an authorization form that allows SSA to reimburse the agency when we approve SSI benefits.
Currently, IAR agencies in 27 States mail or fax copies of the IAR authorization form to their servicing SSA field office. SSA field offices must store these forms and record their receipt on the SSI computer system. This is a manual process and it can result in misplaced IAR authorization forms and loss of reimbursement to the IAR agency.
IAR agencies in 11 States send a computer message to SSA. However, the current computer process uses a complex interface process that is cumbersome for the IAR agencies to use.
The new eIAR screen allows the IAR agencies to notify SSA of the receipt of the IAR authorization forms. The new process will automatically record the receipt of the authorization in the eIAR system. Recording the receipt of the authorization ensures that SSA will properly reimburse the IAR agency. This will save time, reduce storage of paper forms, and improve accuracy because no IAR authorization forms will be lost, misfiled, or mishandled. We expect to implement this enhancement during fiscal year 2012.
The IAR agency will have all of the information it needs to complete the new screen. The information needed for the new screen is on the IAR authorization form signed by the individual who is filing for interim assistance.
Based on SSA administrative data for IAR, we estimate that IAR agencies will use the new eIAR system to submit authorizations about 165,000 times per year. This does not represent a new collection. It automates an existing collection already covered in the burden hour estimate in item 12 of the supporting statement. A category “a” and “b” of item 12 in the Supporting Statement reflects this collection.
