This instruction implements AFPD 36-20, Accession of Air Force Military Personnel. It also implements
Title 10, United States Code (U.S.C.), Section 2031, and Department of Defense Directive 1205.13,
Reserve Officers’ Training Corps Programs for Secondary Educational Institutions, June 16, 1982. It
outlines the responsibilities of personnel active in the Air Force Junior Reserve Officer Training Corps
(AFJROTC). HQ AU/XOP approves supplements to this instruction.
SUMMARY OF REVISIONS
This is the initial publication of AFI 36-2010, substantially revising AFR 45-39. It streamlines the
instructions for officials implementing the AFJROTC program.
1. Program Description and Purpose. The AFJROTC is a high school program that builds better, more
productive citizens.
2. Program Funding and Staffing:
2.1. The Air Force jointly funds and administers the AFJROTC program with the high schools, consistent with 10 U.S.C 2031.
2.2. AFJROTC instructors are retired commissioned and noncommissioned Air Force officers. The
schools hire the instructors as school employees.
3. What People Do:
3.1. The Secretary of the Air Force:
• Maintains the AFJROTC program.
• Approves new units.
•
Approves closing units if sufficient funds are not appropriated to the program.
3.2. The Director of Military Personnel Policy (HQ USAF/DPX):
• Develops general policy.
• Provides guidance.
3.3. The Commander of the Air Education and Training Command (AETC/CC). Acts through
AETC/ED to:
• Supervise the program's day-to-day operations.
• Advise the Secretary of the Air Force on opening and closing units.
3.4. The Commander of the AFROTC (AFROTC/CC):
• Develops specific policy and procedures for the day-to-day operation of the program.
• Establishes standards for unit operations, instructor qualifications, and cadet performance.
• Screens, approves, and certifies the instructors.

Approves routine unit closings.
Establishes the AFROTC curriculum.
Provides each unit with equipment, supplies, and uniforms.
3.5. Air Force Bases. The bases provide support and services as their resources allow, including:
• Emergency hospitalization and care at Air Force medical facilities for cadets on base visits.
• Quarters and meals for cadets on base visits.
• Transportation for instructors and cadets.
• Introductory flights in Air Force aircraft.
• Photograph (one 8- by 10-inch glossy) for retirees applying for AFJROTC positions.
3.6. AFJROTC Instructors:
• Perform the day-to-day duties required to operate and administer an AFJROTC unit.
• Organize base visits for cadets.
NOTE:
Instructors must obtain the appropriate driver's license in order to operate government vehicles provided
by the host base.
