Comments on Child Care and Development fund Plan Preprint for States and Territories FFY 2012-2013:

Part 1: 1.6.1 Should include child care licensing.

Part 2: 2.1.5 Should include providing information multi-lingually.

2.1.7 Child care resource & referral programs should be included in this section since they have been very instrumental in addressing language barriers.

2.5.3 Again child care resource & referral should be included as an important component of capacity building. Most potential providers start with the R&R when looking for technical assistance, training and support.

2.5.4 Again child care resource & referral should be included as an integral partner for this activity.

Part 3: We are cncerned that subsidized and non-subsidized families are served by these activities. The current language does not make that clear.

Also, we strongly urge you to add consumer education and parent outreach as a key component of a quality child care system.

3.3.5 Outreach and consumer education should be considered in a broader way than just for quality improvement. It should be an integral part of a quality child care system.

3.3.6 a) Is it not possible to have some of the QRIS elements in place and be working on the others?
