2010 Post-Election Voting Survey of Overseas Citizens

o Overseas Citizen Status, Location, and Legal Voting Residence in U.S. – These items are
used to determine (a) voter eligibility, including U.S. Citizenship, and age, and overseas
status [1-4]; (b) country of residence and whether overseas citizens were temporarily in the
U.S. on November 2, 2010, registration status with U.S. embassy, length of time resided
outside the U.S., and number of dependents at current residence [5-12]; and (c) state or
territory of legal voting residence prior to departure from U.S. [13].

o Voter Registration, Voting Intentions and Experience in 2010 Election – These items are
used to determine (a) voter verification and registration [14-15]; (b) voting history and
interest in voting in the 2010 election [16-18], (b) actual voting behavior in the 2010 election
[19]; (c) reasons for not voting in the 2010 election [20-21]; and whether or not overseas
citizens who didn’t vote in the 2010 election requested absentee ballots [22].

o Absentee Ballot Request, Voting Absentee, and Satisfaction – These items are used to
determine (a) when absentee ballots were requested [23]; (b) whether the Federal Post Card
Application (FPCA) (Standard Form 76) was used to request absentee ballots [24]; (c)
receipt, completion, and return of absentee ballots and satisfaction with the absentee voting
process [25-36]; and (d) use of the Federal Write-In Absentee Ballot (FWAB) (Standard
Form 186), a back-up ballot used in case a regular ballot is not received [37-41].

o Voting Assistance, Sources of Voting Assistance, and Satisfaction With Voting Assistance –
These items are used to determine (a) use of and satisfaction with Voting Assistance Officers
(VAOs), type of assistance from VAOs, reasons for not using VAOs [42-45]; (b) use of and
satisfaction with the Federal Voting Assistance Program (FVAP) Web site, reasons for not
using the FVAP Web site [46-50]; (c) use and rating of the DoD 2009-10 Voting Assistance
Guide (VAG), source of VAG, reasons for using or not using VAG [51-55]; (d) use of and
satisfaction with FVAP toll-free telephone service, and reasons for not using the FVAP
telephone service [56-59]; (e) use of and satisfaction with Federal Voting Assistance
Program (FVAP) accounts on two social networking sites, Twitter and Facebook [60-64};
and (f) use of and satisfaction with other sources of voting information, including
embassies/consulates, other Federal Agencies, U.S. news outlets (e.g., CNN, USA Today,
Armed Forces Radio/TV), the Internet[65-66].

o Electronic Transmission of Voting Materials – These items are used to use of fax and e-mail
to transmit Federal Post Card Applications (FPCA), non-federal post card application
requests for absentee ballots, absentee ballots, Federal Write-In Absentee Ballots (FWAB)
and other voting materials [67-69].

o Voting in the 2008 Election – This item is used to provide information on voting in the 2008
election [70].
