Under 42 USC 1973ff, a post-election survey of local election officials is required. A report then goes to the President and the Congress by the end of each year after a Presidential election on the effectiveness of assistance of the Federal Voting Assistance Program, including a statistical analysis of voter participation and a description of state-Federal cooperation.
