1. Is submission of job listing voluntary? If so, who does ED expect will participate? What is the plan for addressing low participation?
Yes, submission of job listings will be voluntary. SEAs, LEAs, charter schools and commercial and non-profit third party job service providers may use TEACH.gov to post links to their job postings on a voluntary basis. Those entities that choose to post openings on TEACH.gov will have to agree to terms of use to post links. TEACH.gov will provide only basic information so users can decide if job opening is appropriate to their job searches, e.g., grade level and subject matter. TEACH.gov users will not be able to apply for jobs directly through TEACH.gov, but must follow links to job offerors or third party job servicing parties to apply for jobs.
We expect to have thousands of jobs on the site when we launch TEACH.gov, based on our work with the CCSSO, the Council of the Great City Schools and industry leading third party job sources to list jobs. As the 2011 hiring cycle accelerates, we believe we will see growing interest in the job listing service offered by TEACH.gov and we expect to provide links to as many as 50,000 to 90,000 jobs. We are actively soliciting job listings and supporters and will make the TEACH.gov logo and link available to corporate and other supporters for use on their web sites to promote careers in the teaching profession. TEACH.gov will be one free source with national visibility for advertising teaching jobs.
2. This package only approves the information collection necessary for the job listing. The other pieces of the TEACH.gov site, if they require information collection, will be submitted separately.
RESPONSE: The TEACH initiative will include a Phase II as soon as March or April of 2011. Users of the site will have greater ability to personalize their interaction with the site. Because added profile information will be collected from users during Phase II, ED will obtain OMB approval of an ICR for this information collection through the standard, three-year approval procedures. We plan to publish our first, 60-day comment period notice in mid October, 2010, and publish the second notice about the end of December, 2010.
Phase II will also expand the services available to users through a “Path to Teaching” function, which will provide information about educational opportunities for those users pursuing careers in the teaching profession as well as scholarship opportunities to assist users in paying for their education to become teachers. The information provided to users will be distilled from other information collections that are already approved under the PRA. Specifically, TEACH.gov will permit users to search scholarship and educational opportunities already collected by ED through the following information collections:

OPE Title II - OMB No. 1840-0744 “Higher Education Opportunity Act (HEOA) Title II Reporting Forms on Teacher Quality and Preparation”. Expiration Date 9/30/2012. This is a State report.
