Agency estimates were adjusted
due to respondents leaving and entering the frame, and burdens for
several forms increased due to changes in the data collected. The
EIA-411, -826, -861, and -923 all collect new data, increasing
burden. The EIA-826 and -923 experienced burden increase due to
estimate adjustment. The EIA-861 and EIA-860 experienced a
reduction in burden due to estimate adjustment. See supporting
statement sections A.2.3, A.12, and A.15 for breakdown of burden
changes.
